Acceptance of Minutes:

McCoy motioned to accept the FAA minutes of January 27, 2010. Allan Marble seconded. Unanimous 5-0.
David
Gould explained the tax recapitulation sheet to the Board and how it shows the
estimated revenues and appropriations that affect the property tax. This document was forwarded to the Department
of Revenue and that tax rate has been set.
Mr.
Jankowski, Town Administrator, gave the Board the first draft of the budget for
2011. This draft shows the departments
requests. Chairman Gould informed the
Board that he has recently spoke to Senator Richard Moore. Senator Moore stated that Governor Patrick
informed the Senate he would level fund local aide and Chapter 70. He stated that the legislative leaders were inclined
to go along with the Governor but did not understand his math. Chairman Gould stated that level funding
would be a plus for the town.

Gould informed the Board that the Selectmen opened the Spring Town Warrant on
Monday, February 22, 2010. Chairman
Gould would like to have the FAA Public Hearing scheduled for May 11,
2010. The next scheduled meeting will be
March 16, 2010. At that meeting Chief
Steve Wojnar will be present to answer any questions regarding the override
ballot question and the Quinn Bill.
Tim
Bradshaw informed the Board that the Capital Improvement Committee will be
making a presentation to the FAA. He
stated that the town bylaws state that they need to come before the Board of
Selectmen but he also would like to have the Committee come before the FAA
since they recommend the budget.

Gould informed the Board that the Fire Chief is in the process of setting up a
committee and meetings to have a Hazardous Waste Day this spring.

Gould spoke about Draft 1 of the 2011 budget.
He is concerned about two items which are the police overtime and the
Veteran’s Services. He keeps a close eye
on the weekly budget and is concerned the town will run out of money for
veteran’s services. The town gets
reimbursed 75% the following year. The
FAA will keep this in mind.

Gould reminded the Board they need to take the mandatory Ethics Exam online as
soon as possible.
Brian
McCoy stated that he has finished and has forwarded the Annual Report for FY
2009.

Gould informed the Board that we received the proposed Fiscal Year 2011
operating budget from
